Reimagining Compliance: A Conversation with Foley CEO Joel Sitak

Foley recently announced the launch of its completely reimagined compliance platform — an end-to-end solution for recruiting, onboarding, and monitoring drivers. To better understand what this means for fleets and the industry as a whole, we sat down with Foley’s CEO, Joel Sitak, for an in-depth conversation. 

Q: Joel, this was a big announcement. What does this milestone mean for Foley and your customers? 

Joel: 
This is a significant milestone for both Foley and the customers we serve. Over the past several years, we’ve listened closely to thousands of customers about their pain points in compliance and driver management. Our goal was simple — build a platform that makes compliance easier, more proactive, and less stressful for businesses of every size. 

The result is a truly end-to-end solution. This new generation of our platform unifies driver recruiting, screening, onboarding, and monitoring into a single experience. We also added a powerful new Insights module to give customers actionable data about where risk is emerging so they can make better hiring decisions and mitigate problems before they escalate. 

Q: What drove Foley to make such a big leap forward with this platform? 

Joel: 
We noticed that many customers were spending too much time pulling information from multiple systems just to stay on top of compliance. This inefficiency creates risk — especially as audits and fines from state and federal regulators continue to rise. 

We also saw that fleets are under intense pressure from insurers. Nuclear verdicts — massive legal settlements — have increased 900% in size and 300% in frequency over the past five years. When fleets aren’t actively managing driver risk, their premiums can skyrocket. 

Simply put, the industry needed a technology-driven solution that not only helps meet compliance requirements but also helps prevent costly issues. Our platform does exactly that by combining automation, monitoring, and insights into one powerful tool. 

Q: A lot of Foley’s customers are small fleets and owner-operators. How does the new platform support them? 

Joel: 
Small fleets are truly the backbone of the logistics industry. When we built this platform, we made sure their voices were included. What we heard from them was clear: timing is everything. Missing a compliance deadline can mean a roadside inspection and an out-of-service order — which, for a one-person operation, means losing their primary source of income. 

Our platform provides real-time compliance monitoring with smart alerts that warn operators before a problem affects their CSA score. The new Compliance Score makes it easy to see exactly where they stand compared to their peers — providing the peace of mind that they’re audit-ready. 

Most importantly, small businesses now have access to the same technology that larger fleets use, leveling the playing field and helping them stay competitive without drowning in paperwork. 

Q: What about large, complex fleets with multiple locations and different hiring needs?

Joel: 
Larger fleets face a different challenge — visibility. HR and safety managers are often juggling hundreds of tasks across thousands of drivers in multiple regions. Our platform gives them a single pane of glass to see risk across the entire operation. 

We’ve also added tools to make recruiting and onboarding faster and more efficient, like mobile-friendly CDL application capture and role-based screening profiles. Once a driver is hired, they’re automatically enrolled in monitoring programs, so risk is continuously tracked. 

Another feature customers love is benchmarking. Our Insights module allows fleets to see how their compliance and safety performance stacks up against their peers. If they’re excelling, they can use that data to negotiate better insurance rates. If they’re lagging, they can drill down into problem areas and take corrective action quickly. 

Q: You mentioned new features like the Compliance Score and FMCSA Safety Insights. Can you tell us more about those? 

Joel: 
These are two of the most exciting parts of the launch. 

The Compliance Score is like a real-time “health check” for your fleet. It rolls up every driver, every region, into a single score — and you can drill down to see what’s driving the number. It also shows how you compare to industry peers, which is a huge advantage when working with insurers. 

Our FMCSA Safety Insights feature takes complex BASIC data and turns it into an easy-to-read heatmap. Fleet managers can instantly see which categories — like vehicle maintenance or driver behavior — are creating risk and take targeted action before it affects their CSA score. 

Together, these tools turn compliance from a reactive headache into a strategic advantage. 

Q: Change can be intimidating. What can current customers expect as they transition to the new platform?

Joel: 
If compliance feels overwhelming, you’re not alone — but it doesn’t have to be. Our new platform makes staying compliant simpler, smarter, and more proactive. Whether you have one truck or thousands, this is about giving you visibility, control, and confidence.
