Most, if not all, State Department Licensing Agencies (SDLAs) have started sending commercial driver’s license (CDL) downgrade letters via US mail to those drivers with “prohibited” Clearinghouse statuses under the new Clearinghouse-II regulation.

Each state has its own specific requirements for reinstating CDLs, but all 50 US states require commercial drivers in “prohibited” status to complete the DOT return-to-duty process before applying for a new CDL.
